Why not make Ardent Censor an active with a decent cooldown?

~~Most ~~ All other major support items item 3060 item 3092 item 3190 item 3050 item 3401 item 3069 item 3222 item 3056 item 3107 Have cooldowns ranging from 45 - 120 seconds to the effect they have. item 3504 Has been the most problematic item since Black Cleaver originally came out and Its still feels like its taken over the meta because its consistent, permanent power. So long as you have a heal/shield, its effects can be triggered.

Ive even seen ridicolous things like Udyr or Shaco jungle with Stoneborn pack and Ardent Censor...

Why not just make its effect and active? Or a binding ability set to activate on a condition like item 3050 ? Like on a 60 something second cooldown or something. Example: Unique Active: Select an ally and for the next 8 seconds you and your ally gain X attack speed and your basic attacks do X

Would make more sense then "Lets mindless rush this item and have its stat bonuses whenever we want."

Two reasons I can think of, although I'm not certain either of these is the actual reason.

  • The power of the item would either decrease to the point where it isn't purchased, or need to be heavily increased during the effect up-time, possibly leading to WORSE situations.
  • It's good to have a mix of both passive and active effects in itemization, especially for Supports who already have a number of reactive abilities.

Well yah changing the stat boost effect to an Active would mean the item needs some adjustments, but i believe it would finally balance it so as not to make the meta revolve around it.

Because by now its either that, or removing the item, its just been way to problematic.

It's pretty much this part here... Also, enchanter itemisation is already cluttered with Active effect items, managing all that in the heat of the moment can get pretty challenging...

I can't imagine having another active to worry about...
