Remove the damage from MF's E and put the slow back to 40% base
This skill doesn't make any sense right now.
You max it? HF you have no damage.
You don't max it? HF you don't have CC.
Imagine if Ashe's E had 700 range at level one and scaled with levels: it's basically the same.
If you don't want to kill MF AP then just up the slow to 40% and that's it.
