Revert the Sion W reactivation nerf

When Sion was released he was a bit too strong. Riot did a really good job at nerfing him without stomping him, but they went a bit overboard with a nerf.

The reactivation time of his W shiled is too high. I think you have to wait 2 seconds right now before reactivating it.

It's just too much, early game the shield is not strogn enough to last 2 seconds so you will surely lose the chance to pop it more often then not,.

And also, i enjoy going Sion jungle too, and right now it's super trickyy to time your shield for jungling
