Stop pretending that he's balanced, he's been at more than 50% wr for more than a year now, despite all the meta shifts.
Either remove that stupid Runaan interaction or work on his stealth (that's better than assassins' stealth in every possible way).

Winrates are a loose and misleading indicator of balance. Some Champions, like Twitch, have kits that thrive in unorganized play and should be expected to have inflated win rates.
Twitch can't be everywhere. It's dangerous for him to rotate alone, and he has to farm to stay relevant, so track his map position based on where he farms and where his peeling teammates are.
Disengage is better than Twitch. Twitch is OP for about five seconds while he's ulting and then he's mediocre until his ult comes off cooldown. Be aware of these windows.
