Why can I never get a good team?

I am a silver adc main but when i solo que i often play some top lane and I am not going to say Im amazing mechanically but I do my best to make up for that in macro and micro play. I am not a horrible player but I feel like Im the worst player in silver. I have demoted for now my 3rd time to silver V and every time I climb out I just demote. If you look at my Op.gg you'll see that I am by no means better than a silver player(disregard me and my friends messin around in norms) but I feel like I always get the jungler who never ganked bot or sits top and feeds the top laner, or the top lane cho who builds AP and goes 1/10. I am all for having fun and off meta builds in ranked but why can i never get the good team? I try positive reinforcement and I try not to be toxic but I find myself over and over again having to delete a message I have typed out because there is no helping them. I offered the cho to build tank cause it would be better at the point he was 1/3 and he just told me to kms and it went on from there. I asked the olaf to camp bot just a little bit and he continued to gank top. I had a game where I fought very well against my laner but then my ad carry was just trolling. or when I did meh mid lane as zed going 8/2 but my whole team just fed. I guess all-in-all I am asking. What should I do. No flame. i Understand im not good trust me i hear it a lot when i try to offer advice to my 0/3 adc while im a 0/1 garen lol. How do others climb? Do you just solo carry 1v9 because if so how?
