Honestly we went by fine for 5 seasons without showing off what champion we intended to pick.
I don't necessarily want you to build a team comp around my Janna or Sona pick. I'll pick them if I think they fit nicely with our team and against theirs. I also don't want to be "forced" to play Sona because I showed her but they just picked a bot lane I don't want to pick her into and have 4 people yell "wtf" when I opt for someone else because the match up doesn't work.

Honestly outside of high elo or a Yasuo comp there's no need to wrap your team comp against a specific champion/player, people are better off playing their best champ for their role with little to no regards to synergy.
I also feel like pick intent is going to create awkward "wtf wow troll said he would Thresh but he went for Fiddle" moments if you happen to "intent" to pick a champion and finally opt for another for whatever reason.

i played 4 queues in a row. I delcare mf EVERY time, and someone on my team banned her 4/4 queues. yeah people aren't assholes let's just go with that.

If they wanted to enforce that then we'd be able to pick champs we don't own to trade.

It's easier, clearly, and less logistically complicated if you're required to own champions to trade them. It also gives you a monetary incentive to own champions beyond simply using them.

The problem with that is when people change their mind. How do remedy that? Force them to trade? What if they legitimately think that that's a bad idea due to match up?
Implying this can't happen if you pick a champion you own (but don't play) for a lower pick teammate.
