If you haven't played her since release, you it's completely justified that you aren't able to first time her in ranked.

Go play some custom games first.

Probably next patch. You really shouldn't expect to be able to play a new/reworked champion in Ranked the same patch they were released.

Usually takes a week before everyone forgets a champion got released/reworked and everyone goes back to banning Yasuo and Zed.
