I think with all the mobility in league, its time to revert this nerf from a few years ago.

There is zero reason to keep this in the game with such high mobility champions in every category

That nerf happened last year if I remember right and it's because it's complete bullshit that he can constantly charge up in your face constantly and there's literally nothing you can do about it and if you do manage to catch him out of position he can just W away with zero consequence.

If they ever revert the change, I'm bring back solo-lane / split-push Blitz.

Mobility creep definitely makes Blitz's old W seem less oppressive than it was in the past. If they reverted it but made the CD start counting from the end of the effect rather than on cast, I think it would be fine. The only problem before was the 100% up time with 40% cdr.
