But Cho gets to stand strong and overtuned for over a week? I actually had NO perma ban champ until now. And it's not a matter of "git gud" I left him open a few games to see how I'd deal with him. None of the champs I use can deal with him. He's perma banned from me.

Maybe I can help you out in tweaking your playstyle to counter him. The big thing in lane is to track the E cd. If you track that (much like Blitz hook) he's not very threatening.
