So with Reworks Why not a Fix for Teemo?

So curious to why Teemo's ability Camouflage basically doesn't follow the same rules as the Camouflage ability?
But that a side, I have a question or maybe a way to tweek teemo so he isn't as crushing to melee champs.

I was thinking maybe having his Camouflage actually do like its name sake and other Camouflage abilities and if you get close to where teemo is hiding you get the red (!) that way it gives chances to players to scout for him or know to beware.
