There's a pretty simple solution to fighting Zoe. Buy some boots and get moving. You're not going to charge straight in and stomp on Zoe like Thresh does with most champions. It's true she doesn't have an escape, so it can be tempting to just run in and try to hook her to death, but if you approach her head-on she'll light you up like a Visigoth funeral pyre.
You need to sidestep, watch your placement, and look for her to make a mistake. It's the way you deal with any big puncher. You don't charge headlong into Conor McGregor's range. You want any chance of winning, you dodge those punches and look for an opening to land a good shot of your own. Likewise, if Zoe can rip off a third of your ADC's health, tell your ADC to dodge first and go in hard only after Zoe has missed her E.
Eventually, Zoe will make a mistake. She has a high skill cap. In particular, look for her to ult and throw your hook at the first portal. Catch her when she goes back and burst the hell out of her. That should put her in her place a couple times and make her think before she tries to slaughter your ADC again.
