cdr/level marks and seals!
I know it would be sub-optimal, but it would be nice to be able to have a 40% cdr at level 18 page =P
.04/level seals and .02 per level marks would be in-line with the similar quints and glyphs

No it wouldn't
It just would be bad like really bad
As far as I know, you can't have a 40% cdr at level 18 page; 35% is as close as you can get.
Edit: Oops, I misread and just noticed that you want Riot to add in cdr/level Reds and Yellows, since those don't currently exist.
