Can we buff tower regen?

I thought tower regen was really bad last season, but with the HP increase, I now know last season had it really good. Any little increase, please?

I just played a game where we dropped enemy bot inhib tower at 14 minutes to 1/3rd. Came back at 23 minutes and it was only at 3/4 HP.
