I thought Riot was working on making a new Stat that affected how attack speed items work with your Champion. As an additional lever for balance. Especially for junglers.
Is that still being worked on. I really liked the implications.

The intent so you could give junglers better Base attack speed and decent per level without them become machine gun auto attackers
