Allow Garen to fear minions/monsters
Why does Garen's Decisive Strike (Q) silence minions/monsters? Say you are trading with the enemy and you accidentally silence the minion instead of hitting the enemy. You can rage at this point, or we can change Q to a fear instead of a silence. So rather than raging, you will be like "At least I am taking less damage since that minion is not going to attack me." However, if you are saving Q to last hit a minion and you fail, the minion is going to be running away, which means you will lose the kill gold. Those are the positives and negatives in lane.
If Q feared monsters, then Garen can actually jungle. Even though he will still have absolute shit ganks, it will greatly benefit his jungle clearing. His Q is single target and does less than half of the minions total hp.
Malzahar, Cho'Gath, Blitzcrank will not need this because they can one shot the entire wave with their silences. Soraka just does not need it because those bananas already fear people.
