Honor Level 3 has been reached by many, is it a group leveling system?

So I saw a lot of people (not me) reached level 3 recently, but they all did so at the same time. Does this mean that everyone is leveled up at the same time in groups, when they're eligible? I can't remember Riot saying anything about this.

My guess is that there is a cap that you can reach each day. Can't be sure though.

Think of it like challenger brackets, only the top 200 will be challenger so at the end of every month or 2 you rank up, smh it's dumb really. getting 1 key fray at lvl 2 every week rito pls.

Level 3 was enabled with the patch.
