Lulu, as a champion...
Is pretty toxic in design. Her base numbers are large, her scaling is decent, and her cooldowns are medium-low. Any of these by themselves is fine but together with her kit it's overpacked to Greece and back.
-Her Q hits like a truck at basically all ranks, despite her building maybe 120 AP in support items. -Her W is basically only ever used to remove an enemy from the game for 2 seconds, not sure why it needs to give an AS steroid since she only ever uses it on herself to get back to lane faster, or get away not fight. -Her shield is gigantic, only buffed further by things like Aery, Censer and Revitalize. Compounded on the fact that it has like a 4 second cooldown, a well-positioned carry can take no damage to their actual health for an entire fight. -Her ult is basically a get out of jail free card. Giant knockup, nearly half a Marksman's value of health, an AOE slow in case any melee people manage to get close, and a low enough cooldown with just Transcendence and the CDR from Frost Queen that it's up for literally every teamfight, even if you manage to have one each and every time an entire team respawns. I know single-target spells that do bubkus for damage that have longer cooldowns than that. (See: Kayn)
Honestly, I'm not asking to nerf EVERYTHING about her, but give her a clear and defined weakness. When she can polymorph you, shield herself, ult herself, Q you for an 80% slow, use ghosts for another slow... that's peel that would make Janna blush.
Not to mention she is played in literally every lane. Even the jungle. There's a fine line between 'versatile' and 'overpowered'. C'mon, Riot. Lulu sees enough LCS play for you to balance this hag into an actual support with a SECONDARY ROLE as mage. One who HAS TO BUILD AP TO DO DAMAGE.
