Why is any champion in this game being buffed or reworked or anything before aatrox? i still dont understand this

Because Aatrox needs a rework and the champion rework team is separate from the gameplay management team. There is no reason to stop progress for one team because the other team is working on a project.

It's entirely possible they haven't decided what they want to do with him in terms of a rework yet. That would be my guess at least.

basically this. CoC is only good if you land his Q which isnt always landable vs skilled players, not only that but aatrox building tanky enough to effectively use CoC is kind of laughable

Pretty much this. His Q can be blocked by a sneeze, and he needs to build damage to be tanky, unlike ahem poppy who gets damage without needing to build it, and tankiness innately.
