Cassiopeia CDR Adjustment

With the new Masteries, I was late to realization that Cassiopeia's passive CDR at 250 stacks is really awkward. Her passive grants 25% CDR when you reach 250 stacks. If you wanted to utilize the +5% CDR cap Mastery, there would then be no items that would put you at 45% CDR, only 50% because the Lucidity boots no longer grant the awkward 15%. I think just adjusting the number on Cassiopeia's Passive to 20% would be beneficial, because if you do take the +5% CDR cap, then at 250 stacks, you'll still have 25% CDR total. Additionally, this would make justifying certain item purchases in game more reliable, so the player doesn't feel like spending money on a Morello for Grievous Wounds, or Athene's for the MR, would end up wasting money since you lose some of that CDR over the cap. You do not need to go for 45% CDR with Cassiopeia, it is a waste of time and item usage. The point of Cassiopeia is to build pure AP and mana so that you just destroy enemy teams with your insane DPS. CDR is not a problem if you poison the enemy, because the cooldown of you E is .5 seconds no matter what.

My point wasn't "how you should build Cass," I just find the 25% very awkward given the new mastery, and the lack of 15% CDR items that prevent you from reaching a CDR cap. The suggestion that CDR runes would be used, would, I believe, make Cass the only champion in game that CDR runes would be required to reach 45% total, and not lost any of the stat to the cap.
