[suggestion] Nerf SION 'W passive' and buff his base stats

I believe the 'w' passive buff was inappropriate. It gives Sion a bit more hp but it's not something that helps him at all these seasons. In my opinion the passive bonus hp should go back to 2 hp per small unit kill, 10 or 15 large unit. And in exchange buff Sion base stats, also giving back his health regeneration, which will help him in lane a lot.

Stacking is the last thing you want to do on Sion. It's what makes him unique but not good. By stacking Sion is fixing his terrible base stats. But stacking to boost up your hp is basically losing the game for the team. The Sion mains use Sion's abilities to support their teammates, roam with ult, gank...Without the team Sion is nothing, the team is number 1 priority for Sion and not stacking.
