Is there a cap on base movement speed? Or is this a bug?

So was just playing pyke and i had mobi boots which got me to 480 movespeed, i buy youmuus which should give me +40 out of combat but i was only getting +20 getting me to 500, also when i walked in river with waterwalking rune(+25 ms in river), it got me to 513 instead of 525. Bug or cap or some bs?
