J-Money Passive Indicator:

Let me start off by saying I love Jarvan.

However, I sincerely believe Jarvan should have a timer for his passive procs. Although I do play Jarvan a lot, I even find myself being confused on when i can and cannot proc his passive on the same target. I think adding a timer for his passive would make the champion much clearer to play; that is, the clarity of the champion would be better.

Think of something like a Nautilus passive where it displays a timer around the target that indicates when his passive can be proc'd. Nautilus Passive Timer

I believe such a minor change to Jarvan would benefit both experienced and new Jarvan players as they will be able to tell when the passive can be proc'd again. This makes it easier to focus on the game rather than count in your head when the next proc will occur. This can also be beneficial to opponents of J4 as they can tell when the passive will be proc'd on them.
