Its effectiveness is halved for ranged but yes, it should.

It does work on teemo but for on hit you're better off going fevor everytime.

i get fevor when i play tankmo but i usually go thunderlords for early lane pressure auto-auto- Q to deal a lot of dmg to keep the lane as much as possible mine early game for farm etc.
