I'm honestly baffled by the fact that Riot has neglected to touch Udyr. Right now he has a 55% win rate (60%+ with certain runes and masteries) and yet Riot doesn't do anything about him. just gives him a shit load of movespeed that he didnt have in the past.. Yes he was fast.. but this just makes him annoying AF
He's a good split pusher, but still pretty crappy in team fights.

The second is a bit outdated but its pretty friendly to new Udyrs. The extra tankiness from cinderhulk lets you just sit in team fights and be obnoxious with bearform. Third build is glass cannon style tiger Udyr (Horribly Squishy).
He's strong right because a few changes in the meta really cater towards Udyr . The first being there are a lot of squishies and Ad champions that he can just slap and then phoenix to death. The second change is minion buffs make grabbing towers in split pushes highly valuable something Udyr excels at. The third change that Udyr benefits from is the extra stacks from rift herald make stacking up to sated faster. The final thing that is making Udyr really strong right now is he is a extremely easy champion to pickup and use. (It doesn't help that devourer and Triforce are both strong items right now)
Udyr takes little to no mechanical skill. It's all macro (Push waves, take towers, drag, baron, keep lanes pushed, etc). The hardest thing you have to do as Udyr mechanically is positioning (run where the enemy will be flashing / going) and switching forms at the right time (Turtle form for tower diving. Baiting out fiora riposte by waiting till she does it to hit bear form stun, etc).
