The New Runaan's Hurricane
So it no longers deal on-hit effect damage. Does this mean champion that buys Hurricane and BotRK doesn't deal 8% of the target's current health on any bolts anymore?
What else does it no longer do?

In short, it is a nerf to Kayle and Kog since they build very little attack damage.
It is arguably a buff to crit-users building it.
On hits...duh...
More pandering to ADCs while simultaneously nerfing On Hit builds.
