Lethality Stacking/Lethality Rush on Marksmen (ADC)

Since it's quite a majority consensus that Lethality is borderline OP, why don't I see (with the exception of Jhin) most Marksmen (ADC) build Lethality early? or even stack the 3 lethality whilst getting a PD, Shiv, Hurricane, or Firecannon as the 2nd item ?

Makes you feel really weak early unless your kit works extra well with it (Varus, MF, Jhin) Flat AD just feels better for both last hitting and trading.
