Holy shit, this is absolutely better then Veigar's lackluster mana regeneration passive, Equilibrium. Also, it fits Veigar's character.

You only get the stacks from the passive for hitting enemy champions with spells.

It says that you get ap for hitting people and takedowns... so by that spamming Q would still get you more AP than it would've before, and also a fair amount of ap. Wait... Oh yeah sorry I was wrong about he w thing, I have bad eyesight...

Youre right. It is too strong. It allows players to carry with nothing more than poking a champ and mediocre farm. I am all for champs who are easy to play and that can carry, but something like this makes the game unfair. I play him a lot and it is feels so broke that he can turn a team fight around even though he got dicked in lane.

It's a tiny bit overtuned I will say. Not by as much as you think though. HOWEVER, a super fed Veigar (like 10/0) will close out games.

I sure hope so! I love veigar, but hate mid. usually veigar support is super hard for me (q stacks),, but this could make the difference.

This is gonna hurt and help. Unless his mana costs are seeing adjustment I think this is gonna make his weak laning even weaker. The passive plus meditation were what kept him afloat in lane to keep stacking. Losing the mana passive is going to really hurt bad on that front. On the other hand he might be able to wrangle another 100-200ish AP out of the new passive.
