I'm quite confused as to why Garen was given armor shredding on his E. It seems like there's no ACTUAL counter to him now. Tanks were okay against him before the buff, but now picking a tank into Garen is pretty much a death sentence. Garen was fine pre-buff, and I never saw any threads or posts ANYWHERE asking for a buff, or any sort of improvement to him. Picking anything but Teemo into him now just gets you a failed lane with a fed Garen. Thoughts?
Dude, Garen was not fine. Garen was the worst champion in the game, the worst. You could maybe argue something like "No, Warwick is the 1# worst champion" based on his pickrate or something, but either way he was not and is not "fine".
He doesn't need it, but it's really helpful. Plus, it doesn't impact that much in lane (20% of 60 is 12) He's good at gold elo and below, but above he's virtually useless. It's to make his late game still relevant, since he gets kited so easily (and he doesn't have any hard cc to catch on people) Edit: and that's only if you are staying in his E. 4 ticks is quite hard to achieve, especially in lane.

It's actually hard to get out of his E when he builds phage first, as a melee match up at least. I went against a Garen as darius a few games ago, both of us level three. He hits 4 spins, and gets a Q off on me doing 213 damage. Mind you, his Q only had 1 point in it. I died, and the lane proceeded to go down hill from there. Not to mention full AD Garen is becoming a thing now, as much as full AP nasus was. Much more difficult to deal with when he can shred 20%+ of your armor and then crit you for up to 300-400 with his next Q/auto.
I rather enjoy it on my full dmg garen 
black cleaver was pretty standard on him especially to open. Maybe they wanted to let other build paths come out? IDK. BC + the shred now is pretty ridiculous to near true damage levels on a tank
they gave garen armer shred so when in matchups he would have won 3 months ago he makes them even more unbearable and then in matchups he loses nothing changes

= garen stomps riven even harder and says gg pro riven
vs = garen gets stomped still because darius is basically the same champion but better in litterally every way despite the armor pen and demacia sucks
