How much does having 100+ Ping really effect you vs a low ping opponant?
What's the actual effect?
Is it quantifiable?
Anyone know any quotes from pros/highelo/Rioters? Etc?

Well considering at 100 ping (which means it takes 100 milliseconds, or a tenth of a second, for a signal to be sent to or received by the server) you're going to be roughly a tenth of a second behind anyone at 50 ping or less...yeah. That can make a difference in high-twitch situations like teamfights where reaction time and positioning are key.
Where it gets far, far worse, however, is an unstable connection. Spiking to 300+ ping puts you a half of a second behind everyone else, and that will get you killed.
Someone said Kat can get 2 full rotations off before you can respond at 100 ping... is that true? (Note, this is NOT a Kat QQ thread, simply an example of something I'm not sure of.)
yes and no: kat has no ability cast times to speak of, so if she gets a reset of her basics and knew it was going to happen she could try to, but between human reaction time and her own ping, if that actually happens you're looking at a scripter most likely.
ping is quantified in 1/1000 parts of a second
so the difference between 0 and 100 ping it's 1/10 sec delay which isn't that much fps drops and brief interruptions of the connection i.e. lag spikes are usually the real problem
About 220+ ping is where your performance *really *starts to take a hit, some of your skills don't go off and your inherent reaction time is too slow. Up until this point, I've found it just takes a little getting used to.
