I mean, it really depends on each situation. Frozen heart is way overpriced if you don't need the 20% CDR. Maybe it would be better on the support or another player than the tank. Randuins is only really useful if the fed ADC is attacking you. If you're doing well as a tank, perhaps you're diving the ADC and they're using everything to get away from you while their other carries are focusing you.
Dead Man's is a lot better at forcing engages. Sometimes this is more valuable against a fed ADC if you're capable of one shotting them (or at least getting them low enough to force them out of the fight). Or perhaps the team just doesn't have enough good engage and it's needed for that reason. Maybe the enemy team has a lot of champions that like to stand right on top of you and sunfire is going to produce a lot of damage.
Just taking me personally, I play J4. Regardless of how fed the enemy ADC is, I feel like
is a much better core than
(to be fair, I'm running 6 scaling CDR glyphs so the frozen heart is 10% more CDR than I can take). Even if the enemy ADC is 7-0, if I get a full engage on him I'm going to blow him up and have the durability to get out afterwards. And odds are if the enemy ADC is fed, mine is pretty far behind - I need to produce that damage in fights in order to give us a chance to win. Frozen heart seems like it will just slow down the loss, not prevent it. Heck, maybe even
would be appropriate if I can kill the ADC with it.
But I mean, it really depends on the circumstance. Throw in a Gangplank top and a Yasuo mid, or a Master Yi jungle, etc... and I'm definitely doing the latter build (basically any two enemies building lots of crit chance results in Randuins becoming a priority, any two auto-attack dependent champions results in FH becoming a priority).
