Can we make Kog's Ult bonus damage scale smoothly?

Instead of having such a jittery power curve?

If it did 2.5% bonus damage per 1% missing HP it would reach 200% bonus damage at 20% health. If it did 2.666% bonus damage per 1% missing HP it would reach 200% bonus damage at 25% health. A good value would probably be somewhere between those.

This would be a buff to Kog's poke with no real change to his execute power.

One of the issues that Kog has right now is that when his W is down he really doesn't have anything to do provided he lacks low HP targets to snipe at. Smoother damage scaling would make shooting at foes above 50% but below 100% less of a waste of mana. Why would this be helpful? Well, before his remake Kog was getting pulled in three different directions: long range machine gun, tank buster, and artillery platform.

The change to his W and R reduced the strength of both his tank-busting (%HP damage over the duration of the skill was cut in half even taking into account doubled attack speed) and his poke (obviously). Putting a little more power back into his poke would allow him to contribute meaningfully even when his W is down.

It needs a slightly different way to scale its damage so it's useful against healthier targets too. Currently I only bother to throw it out when fighting a squishy. Maybe that's just because I don't build much ad on him or because of the lower damage tho. Still love the execute theme of the ability.

Building some AD (or AP for that matter) certainly helps.

If Kog had a bonus AD ratio on his W %HP damage then that would encourage more AD focused builds and give Kog quite a bit more flexibility with the items he gets. I'm still not sure why Riot decided to completely remove the AD ratio from his W. That was a bad idea and they should feel bad.
