Black Cleaver is a good item on Poppy and Sion
It gives them greater bully potential in lane and also gives them scary damage with picks and teamfights as well as providing a debuff that the rest of the team can also capitalize on.

It's core on my poppy builds. Even if i'm building her as a support.
It's not a great item on Sion. Poppy sure, but Sion doesn't AA enough outside of his passive to make use of everything for it.
And if you wanted to be more helpful with Sion's passive, you're better off buying Frozen Mallet.

it depends, on poppy it can work out because she can use all of it's stats, yes even the ad, and she can deal enough physical damage to proc all 6 item stacks.
sion however no. he already has an innate armor shred which, unlike with garens, only multiplicatively stacks with BC, not additionally. sion outside of his passive is very slow in everything he does, his Q Needs charge to be of any use and his ult can be dodged very easy, besides sion's biggest source of damage is, if already, his W because it scales with percentage max health, sion's most often even without a sunfire capes do more magid than physcial damage from that spell alone
