Yes, I know that. The game worked correctly in saying that the surrender vote failed 2-1 when we had 2 disconnects.

This is simply a suggestion that in modes with 5+ players, a surrender vote with (a) everybody voting, and (b) only 1 "no" vote should pass, not fail, regardless of the number of players playing at the time of the vote.

I had a game that 2 ppl rage quit during and I still voted no till they took the nexus.... 2 people wanting a game to end shouldn't be able to just get their way

I think the thing that you havnt considered is that even if those 2 people had been there to vote yes, then the vote would have failed. Right now two people can always keep the game going.

Your subject to the actions of 9 people out of your control every game.... I'm sorry you don't like the team model I think this game isn't for you since you rarely of ever have any control over your team or the enemy team. FYI the threshold isn't 100% just reach 75 if you can't them the team doesn't want to surrender that is how the game is designed and how it works so it still stays team focused.

That's not a flaw of the surrender system.

That's a problem with the disconnect detection system. If you had 2 dcs the vote should be out of 3.

And you have failed to prove that such a situation has happened to you. Until you do, it is theory, not hard data.

I more think that if you do not say anything in a surrender vote, you should not be counted to the total number of votes for that surrender. Meaning this...

5 people are in the game, 3 /ff, one refuses, one does not vote (Is impartial). This would be the 75% needed to surrender, as it would be a vote of 3/4. Meanwhile, 3 people in a game, 2 surrender, one says nothing (Impartial) means that too would be a surrender of a 2/2 nature. Or 2 say yes, 3 say nothing, would be surrender of 2/2 as well. 2 yes, 2 no, 1 impartial would be no surrender, because it would only be 2/4.
