A lever to tune the jungle that may help a bit

Hey there Riot!

I really like the philosophy behind what you guys are trying to change in the jungle and I think I have a small idea that can help. Whenever a big jungle monster dies they heal the champion that killed them by a small amount. I think that if we increased that healing amount by a circumstantially determined bit, it could really help out the struggling junglers.

Basically give machete (and its upgrade line) a passive that boosts the healing (and/or mana regeneration) you get from killing a monster based on how much damage that monster did to you (up to a cap). That would help out the tanky junglers, who tend to take way too much damage from monsters to be healthy, without helping out the higher damage junglers (Vi, J4) who can sustain the damage with shields.

This would also be different from the days of the spirit stone in that high damage junglers wouldn't benefit from easy jungle sustain just by building more damage, but they wouldn't be suddenly kicked to the curb by the tanks. You could also use this change to buff the poacher's knife by making it add extra healing to its list of poaching buffs.

The numbers may be difficult to balance around, but it should be high enough to offset the lack of potions while still feeling low enough that junglers like warwick remain the top of the self-sustain ladder.
