Frozen Heart Aura, compare to a CDR Aura

Alternatively I think a build path related to Raptor Cloak and the ability to defensively curl under towers and contest objectives is inherently built into this item. A limitation restricting the aura not to affect ultimates I think would also be a way to balance it out seeing as this cdr increase has an effect to not only be a powerful stat item, but also confuse even LCS players who respond rhythmically to their timers. It would also force godly scaling Assassin late game by preventing them from so quickly rushing that GA or extra high AP item or Armor Penetration item and instead have a purpose for builds with >40% CDR in them.
