Change dodge penalties based off the amount of time wasted.

Want to dodge right before game starts? Go ahead, but enjoy a 30 minute wait timer.

Dodge right as champ select starts? 3 minute wait timer.

I think this would do much to help annoying people who dodge right before game starts, and help those that perhaps had a troll in champ select.

Alternatively, remove the LP penalties because I shouldn't be forced to play with Yorick and Olaf bottom lane.

Because if someone is last pick, picks something like janna ADC and is not intent on switching (this is ranked), then im forced to have to rely on someone else to dodge or wait 35+ minutes for another game.
