New champion/rework compromise

Could we finally have a system, where new champions/reworks are disabled in Ranked for like 1-2 weeks, but at the same time during that time period you can't ban that champion in normals? People shouldn't be picking new champions/reworks in Ranked at day 1 and forcing players to use up a ban for such reason, but at the same time people are abusing their bans on normals, so it's even less likely you can practice with that champion.

also, just curious, if i've never played lissandra before but i now pick her in ranked how does your system do anything worthwhile? first time elise, 6 years after her release, no rework occurred, what are you gonna do about it?

I like the Idea since it forces people to learn how to play against that specific champion & gives players a chance to try them out.

However I see a few downsides where teammates might bicker amongst themselves over who gets to play the Champion in question, also might see more frequent dodges as well. There's yet another fact that this won't stop players from First-timing the champion in ranked either.

Unless you have a PBE medal or token that showed that you won X amount of champs or have % win rate. Then New/Reworked champs can fuck off from Ranked.
