Hecarim is receiving +30 Max hp regain on his w at all ranks in the pbe.
Also, stalkers blade is changing from 50% MS reduction on target to 20% ms steal, which is a buff to hecarim and a nerf to everyone else using that item (20% steal is only a 40% difference for you and a 20% difference for teammates as opposed to 50% for your team).
With respect to kit issues, maybe you need to adapt your build.
I always build the warrior enchantment instead of juggernaut which is suggested, because as you commented you need early damage. I follow that with Sheen which is ridiculously core on hecarim - otherwise I build no damage.
Most people build Sheen in to trinity force - all three components are excellent on hecarim and I understand that it's possibly the best item for him - but it's too expensive. For your gold value, iceborn gauntlet is simply a MUCH better option - it also adds a slow and even more aoe damage to your kit which hecarim loves.
Defensively, frozen heart is also an amazing item for hecarim due to its tankiness and cdr. That said, the health on randuins omen is better if you can afford it, and the cdr on frozen heart will be overkill if you also build a spirit visage. So my general rule of thumb is if I'm doing okay or am ahead, build spirit visage and randuins, if I'm behind build frozen heart (and later get my mr from a banshees veil, although soon zz'rot portal will be an option).
You're pretty much saving 1000 gold going iceborn gauntlet instead of trinity force, and another 500ish going frozen heart+banshees instead of randuins+spirit visage (although the latter exchange costs you a LOT of health so I don't recommend it unless you're really strapped for cash).
