Not really. Should still be fine. Probably not 2 Aegis though.

I mean, if a support feels comfortable buying banner of command, and the top laner wants a Locket, it's really not a bad deal. You get a full team shield, and a super strong cannon minion.

Top laner probably shouldn't buy locket. Too many stats wasted for a solo laner, even if you built it late game it would be more team-efficient to build a zz'rot. Junglers sometimes get locket but that hasn't been meta for awhile.

If I play Shen, I would get a Locket. I'll be Ulting on teammate anyways.

Of course, I will never rush it.
