System to Reduce Inters and Consistently Bad Players

Say someone is not on a losing streak and is extremely tilted and has that "JUST ONE MORE GAME" mentality. If Riot implemented a "Ranked Cooldown" system which placed people on a ranked cooldown following a string of poor performances, then the amount of people like Mr. One More Game that we get in our games that perform poorly would go down by quite a bit.

This system could work against inters as a first barrier that prevents people from constantly queueing games only to just run into turret and enemies until they are banned for good.

This feature should be automated and also should have a manual component so that people who have self control can place a ranked cooldown on themselves to prevent them from playing games for a while if they're tilted.

The amount of time you are put on cooldown should ramp up from maybe 1-2 hours to a certain cap

The amount of games before cooldown should be maybe between 5-10 games.

This concept would probably only apply to plat and below

I recommended something like this for people who are reported for inting by multiple people in one game just so that they can't just ruin tons of games for no reason. Even if it was just a 30 minute cooldown or something, that's one less game minimum they are ruining while we wait for Riot to review the reports.

If the system could actually differentiate between a player playing poorly and a player getting camped, why not just move the player playing poorly down 1-2 divisions to where they belong?

The one problem we have found out over 8 seasons is that an automated system is simply unable to identify when a player is actually playing poorly (hence why the champion grading system sucks so much). If that could actually be done, it would be much easier to just skip the step of putting ranked on cool down and simply placing the player in question into the rank they belong.
