Why does Fioras ult have a delay before the vitals activate?

Why does Fioras ult have a delay before the vitals turn on. Is there a specific design reason for this? If not can we go ahead and get rid of the delay? I doubt it would make Fiora much stronger and it would make her much more satisfying to play. Feels pretty bad when you ult someone and then they get blown up in a team fight so you get absolutely nothing for your ult.

Actually that delay being removed would make Fiora quite a bit stronger. That removes any chance of reaction in positioning from her opponent.

If you play Fiora you should uninstall the game, the champ is for complete garbage players who are desperate for a win and deserve to lose. :)
