Stopwatch is a little too effective.

, is really nice. Stopwatch is very popular everwhere. Even in silver-gold elo, about half the game will have stopwatch. The cost effectiveness is nice, it can save lives if used right, but the most overlooked thing is... the duration of 2.5 seconds. That is a really long time to wait for cooldowns and teammates, I think nerfing it a bit down to maybe 2 seconds could be a reasonable nerf that makes other runes in that tree more valuable
TL;DR : nerf stopwatch's cooldown down to 2 seconds, make other runes more viable
Edit: watching EU LCS as i posted this, this clip happens, perfect to prove my point here, the stopwatch's extra .5 seconds gave jarvan enough time to come down and save zoe
