Remove him or nerf him by massively increasing the CD on that poison spray of his. It's absolute BS that he can lock a champion or in some cases a team under their turret by just running in a circle, also giving him the best minion farm in the game.

Well, first of all his Poison is a toggle. It doesn't have a traditional CD (aside from a 1s delay between turning it on and off), but just remains on or off depending on its current state.
Second, Singed was released shortly after the game itself was released and left beta.
Third, I believe the main reason you had issues with Singed in your last game was because the majority of your team's damage was physical, allowing him to stack armor.
Fourth, you were AP Alistar top lane (at least I assume you were top since you had teleport and a Thresh on your team). That's isn't a great pick, especially without Sheen. Additionally, Alistar doesn't really benefit much from Rylai's Crystal Scepter. Alistar also sufferd since you can no longer AA after a headbutt.
Stop QQ'ing about champions. Usually, the issue is how you or your team played or a difference in skill between players.
He can't lock down anything. Singed isn't even top tier in any role.
