Is there some sort of Lucian script/hack around these days?

Now i don't usually make these kind of threads.. but this is getting a bit frustrating.

Like literally the last 2 lucians that i've had in my games almost never missed a single Q in lane (casting on a minion to hit the one behind it). No matter how we moved, as soon as those Lucian's Q were up, it was almost sure that he was going to hit you, except if you used a dash or a blink of some sort.

And i'm not talking about actual good players, they were average players who didnt necessarily win their lane. At some point i had become suspicious in a game, like 5-6 minutes in, and i actually tested my theory one that one lucian, It really didnt matter how i moved, as soon as i was in range, even if i had just came out of a bush for 0.1 second he would use his q and hit me with it.

I don't think that it's related to skill..
