@riot, whats the biggest downside to buffing/nerfing ratios and or base stats for UP/OP champs?

When a champ is really popular with a high winrate that says something, it shouldn't take months of proper analysis to tune them down. Take teemo for example, he had a 53% winrate for the longest time until they nerfed his ult ratio from 1.0->0.6. Now he at 50% winrate. Champs like urgot and olaf have been at the bottom for so long, maybe trying buffing their ratios or base stats and see what happens from there? You keep going in circles. Cassiopeia was 44% winrate then after they buffed her she became 54% winrate. Instead of trying to go from underpowered to balanced try working your way up slowly? Same goes for overpowered champs. Btw, sure winrate isn't everything, but from a players perspective, it's pretty much all we got. Also, this isn't intended for all champs, but for champs like j4(top tier) and zac(bottom fragging) I think it would work.

something something "unhealthy if they were numbers-balanced"

they always give a bullshit cop-out answer for this one

Maybe when they say that kind of stuff they are referring to champs like lee sin and yasuo were really their winrate doesn't justify if they are balanced. I don't see the problem however for champs at 42% winrate, that should be unacceptable to me.

I actually would like to take the Cassiopeia argument back, they have actually done a good job on her, but my main argument still stands.
