Should Riot add more energized effects with the rework of storm razor

With the recent rework of storm razor into this niche item do you all think riot should add more energized effects or more items that utilize that mechanic into the game?

It could be cool to make Energized into the movement related passives for all items. item 3742 item 3907 item 3285 could all charge from energizing. For this change to work then the first issue is the current stats on item 3095 don't fit the needs of ever role.

So possibly making its passive an option on other items could work.

another option is making it a T2 Boots passive. As its related to mobility.

Probably the easiest is to change the stats of item 3095 to appeal to a wider range of champions or make it work like the smite line items where you pick what stats it builds.
