Over all in a poor spot right now. Evidently reflected by his 41% win ratio. He needs better base stats/damage or better scaling, his clear and sustain is also terrible.

They want him to be mid, but by default he was finding success in the jungle at release just because his AoE passive and abilities suit him best for jungle. Even if it's not what they want, it's how by design he should be played.
