Lvl 21 in games with 500+ win players

I just play norms pretty much and am total sh*t at the game. That being said, I at least have masteries and ability to use any of them I choose. I just played a game where a lvl 21 player was trio q with two players who had 1500 wins and 3000 wins respectively. What on Earth makes that balanced lol? There wasn't a level 21 on the enemy team and holy moly did this poor player destroyed all game. I don't blame him either, how is he supposed to lane against someone who has hundreds of wins and thunderlords? At some level this just doesn't add up.
I get that you want new players to be able to enjoy the game, but forcing them to play with teams or in match ups that don't add up seems a bit much, no?

rune advantage check, masteries check. lack of map awareness check xD. That's the reason most end up making smurfs. but then people start to judge you and it's very sad.

Matches around lvl 18 are the most volatile and worst, those will keystones and double quints will utterly obliterate those without.

The whole riot excuse of "well he/she was matched with a player of higher mmr" excuse is just trash lol

not much you can do , people bring new friends into the game, and want to play with them, will need to level up somehow, its either that or the lowbie of the group gets thrown in with a bunch of lv 30's, but i think what determines that is on who queues, not 100% sure
