Whenever you pick Talon mid you have to assess your laning opponents ability to react to your all in. Generally for the first 3 levels you will want to just farm and let the wave push and last hit whatever you can.
Starting skill order W>Q>E
note: Q(Noxian Diplomacy) can be used to reset your auto attack timer so basically the instant your auto finishes use your Q and you'll auto again. This is very useful for maximizing your damage output in a fast trade.
Max order W>Q>E.
Combo order: E>W>Q
I prefer thunderlords decree because it helps you in trades while dealing a small amount of burst with your combo.
For this I often step behind the enemy and throw my W to quickly follow up with an auto>Q>auto> ignite while ensuring all of my blades land. Pay attention to momentary weaknesses of your opponent. Whether it's a piece of CC that's now on cooldown, a shield, a dash or a very explosive part of their burst combo you can use this as a signal to all in. Also note mana bars.
One time I was playing against a Karthus who decided to all in me dropping me to half health at around level 3, he used his wall of pain, and his defile a little too much, leaving him with no mana. I quickly took advantage of this and all in'd him simply because he could no longer retaliate against me. His initiation was premature and effectively costed him his lane. So take this as a lesson to not only trade with your opponents but mind your MANA.
As per usual with all champions if you force your opponent out of lane or kill them, you shove the minion waves into the turret and now have an option to roam or continue pushing.
