Very disappointed with the way bans work

So a couple of days ago I got into a game with a sivir who was constantly flaming me for playing teemo support in a normal and claiming I was inting even though I was lagging and could barely play. I ended the game 1/13/3, somehow having more kp then sivir who would just constantly flame. She didn't really offend me but i thought it would be funny to report her. I get on the next day. "A summoner you have reported has received a punishment" I had a revelation. All those times I reported 1/10 wukongs in ranked. The twitch who ran it down top. The enemy shaco who typed "RESET" in all chat after Ksing so he could feed more gold to my time. They will never be banned. The people who flame them will. I feel that riot should not ban people who flame a player who is inting, because if they care about people's feelings they should take into account the people who had them on thier team.

Tl;Dr: Riot will punish people who are toxic in 1 day, inters however are given free reign to ruin games.
